Abstract The City of Kelsey’s founder, M. Kelsey’s vision was to “preserve the natural resources of the land and maintain a close-knit community” (Apollo Group, 2011).

The elected and appointed officials who have followed consistently meet the needs of the community by continuing to build upon foundation that the city was built – self-sufficiency and a strong sense of community (Apollo Group, 2011). The city has seen a significant increase in population over the past few years and expects this trend to continue into the foreseeable future.As the City of Kelsey grows, businesses and industries will also continue to progress and particular care must be taken to preserve the natural resources and the tradition of the city while balancing between the city’s overall growth and preservation needs (Apollo Group, 2011). The city government sees the immediate need in parks and recreation. Over the past two years, the city has invested millions of dollars in the Parks and Recreation Department in continuous improvements.The Stanley Park Project will offer state of the art park and recreation amenities that will meet the needs of all residents; from parents walking through the park with infants in strollers, teenagers skateboarding on the skate ramp, senior citizens learning computer skills in the computer learning center, to dogs using the enclosed dog park.

This innovative state of the art multipurpose-multifunctional park with recreation facilities enforces what the City of Kelsey offers, “Amenities of the big city without sacrificing the small town charm” (Apollo Group Inc. 2011). Stanley Park Project Paper The City of Kelsey government, a strong mayor structure (mayor-council government), must play a developmental role in the community. The Mayor is responsible for assessing the needs of the community and presenting recommended plan to the City Council. The Mayor and the City Council recognize that with a population of 625,000, the city will continue to grow as will the needs of the community.

Like the City of Kelsey government, the New York City Mayor and the Marion County Health Department Administrator assess and identify community needs and implement strategies or changes in direct relation and support to the mission of the community.New York City Mayor Bloomberg stated that his Administration “has never been satisfied with the status quo” and pushed to “look at old problems in new ways” (Bloomberg, 2010). Mayor Bloomberg saw a need to reduce poverty and supported the Center for Economic Opportunity’s development and implementation of over 40 new poverty fighting strategies. Every strategy was evaluated for effectiveness with promising results. The results were so significant that the Obama Administration award the city close to $6 million in “social innovation” funds (Bloomberg, 2010).

Under Marion County Health Department (MCHD) Administrator Delois Dilworth-Berry’s leadership, the MCHD grew with the needs of the community resulting in an increase in the demand for services (MCHD, 2006). In the social work field, Lori Nesbitt, statest that “a social worker has the power and the responsibility to link people in need with the appropriate community resources” (MCHD, 2006). One of the key roles of a social work is to listen. Listening is a key role every public administrator or leader has to the citizens or customers he or she serves.The City of Kelsey values the input of its residents and believes input from the Public Meetings, the resident surveys along with the analyses of current and future trends will help determine the best uses for the new park. The Stanley Park Project is consistent with the City of Kelsey’s vision to maintain public trust, provide customer service, value city employees, and seeks continuous improvement to change and grow with the increasing population while upholding the city’s mission - “Amenities of the big city without sacrificing the small town charm” (Apollo Group Inc.
