One characteristic that would make changing to democracy easier is the ability to have Public deliberation. This entails allowing the public to discuss, in a meaningful manner, what the issues are, what possible resolutions are available and what goals are realistic to meet and in what manner they can be met along with a dedicated time frame. Perhaps the most important part of public deliberation is having the freedom to openly discuss what may or may not be an issue for the entire society to be concerned with.After identifying the issues of a society the next issue is seeing that everyone has a voice.
Understanding the process can speed up the already slow process of public change. There must be a guarantee of political and social equality that is represented and maintained by those officials elected by the population. Furthermore it is imperative that citizens understand the import of their vote and that their polling influences the votes of their representatives. The key in any democracy is to implement a checks and balances system which allows for a balance of all democratic governmental powers.It is imperative that those who are entrusted to represent the interests of others do not place their own interests first but speak for the populace.
There exists tension between preserving order and maintaining the will of the people which must be addressed in a manner that promotes group population participation instead of repelling it. Another negative is the impact that the media has upon democracy. Negative media can waiver a vote of a representative which can be against the interest of citizens.
