This phase presents the background of the study, statement of the problems; the main objective of our proposal is to solve the problems, significance of the study, scope and delimitation of the study, definitions and terms used in this proposal, and to propose that we have the high-technology for us to know its advantage and uses. Background of the studyBorn officially in 1947, but with roots that traces back to the revolutionary days, the Philippine Red Cross has truly become the premier humanitarian organization in the country, committed to provide quality life-saving services that protect the life and dignity especially of indigent Filipinos in vulnerable situations. The story of the Philippine Red Cross is the story of men and women from all walks of life who have dedicated themselves to the service of humanity. It is the tale of hundreds of thousands of ordinary people who devoted their time and resources to help the poorest of the poor.Professionally trained and truly compassionate, these men and women are ready to lend a helping hand to those in need – whoever, whenever and wherever they may be. In all its 63 years of reputable existence, the Philippine Red Cross has lived through many changes that were intended to help more people.

Where it used to be involved only in providing blood and in disaster-related activities, the Philippine Red Cross now focuses on a holistic approach to uplift the condition of the most vulnerable.Where it used to offer short-term palliatives, it now offers a wider array of humanitarian services ranging from preventive medicine to therapeutic counseling, to youth leadership. (redcross. org. ph/about) In February 17, 1899, through the initiative of Apolinario Mabini, the Malolos Republic approved the Constitution of the National Association of the Red Cross.

Mrs. Hilariodel Rosario de Aguinaldo was appointed President of the Association. In 1934, President Manuel L. Quezon took the initiative to establish an independent Philippine Red Cross. Not until the Philippines became independent did this materialize because the Commonwealth cannot sign the Geneva Conventions. In 1942, a Japanese-controlled Philippine Red Cross was created to take care of internment camps located in the country.

As of 2009, the consolidation of the Senate Bill 3285 and House Bill 6509 was signed by President Gloria Macapagal-Arroyo, and is now known as Republic Act No. 10072 or The Philippine Red Cross Act of 2009.Apart from the apparent change in the organization's name from "Philippine National Red Cross" to "Philippine Red Cross" included in the Act's new provisions is the organizations' exemption from real property taxes, direct and indirect taxes, duties and fees that will emerge from its operations and its exclusive importations and purchases. (redcross.

org. ph/about) In Western Pangasinan, the Red Cross Alaminos Chapter is an organization which voluntarily helps people if it has calamity and disaster. They are also committed to provide quality life-saving services that protect the life and dignity especially of indigent Filipinos in vulnerable situations. Red Cross Alaminos Chapter had been started as Sub-Chapter of Pangasinan Red Cross with the effort of Ms.

Maylene Onia by the year 2003. As of 2006, Red Cross Alaminos Chapter was formulated, in which they are classified as Blood Collection Unit Blood Station (BCUBS). This means that they are authorized as a blood collection unit in the advocacy and promotion of voluntary blood donation and healthy life style. They are also mandated for the recruitment, retention and care of voluntary blood donor, in screening and collection of voluntary blood donors, conduct of health education and countering services, collection of blood through the mobile or facility based in which they are the walking donor, they conduct the donation in different area that comes from qualified voluntary blood donor. They also transport for blood to blood centre for testing and processing in blood collection unit, they do not do screening serologic testing which means that what they only do is the screening of the blood donor but do not screen the blood.

According to them, it means that there are tests with the blood for Hepatitis B and C, Malaria, Syphilis, and HIV. These tests are done in the blood centre which is the Pangasinan Red Cross located at Dagupan City. At present, the Philippine Red Cross provides six major services: Blood Services, Disaster Management Services, Safety Services, Community Health and Nursing Services, Social Services and the Volunteer Services. All of them embody the fundamental principles of the International Red Cross and Red Crescent Movement – humanity, impartiality, neutrality, independence, voluntary service, unity and universality.

These values guide and inspire all Red Cross staff and volunteers, to whom being a Red Crosser is more than just a philosophy but a way of life. The personnel who was in charge in bloodletting/blood donation at Red Cross Alaminos Chapter was Sir Jojo Rapelo who was a medical technology graduate at St. Luis University in Baguio City on November 1999. He started to work at Red Cross on June 2006 up to present. Prior to that, he also worked at Alaminos Doctor’s Hospital from February 2001 to April 2002, and then he transferred to Pines City Doctor’s Hospital from June 2002 to May 2006.

The Philippine Red Cross (PRC) Chairman and Chief Executive Officer Richard J. Gordon, concurrently a member of the Philippine Senate, is well-known all throughout his public service record for being an action man and for beating great odds in a disaster-prone country. His officers are: Amelita S. Navarro as Vice Chairman, Corazon Alma G.

De Leon as Secretary, Rodolfo O. Reyes as Assistant Secretary, Leonida B. Ortiz as Treasurer, Sherwin T. Gatchalian as Assistant Treasurer and Lorna P.

Kapunan as Counselor. As of now, Red CrossAlaminos Chapter is still using the manual way in finding records with regards to their blood donor. Unlike the said chapter, others, like Washington-Choctow Chapter, Southern Arizola Chapter, and other chapters worldwide, they are using more advance system that helps them conserve time and effort in searching records about a certain donor. This study is all about the said current system of Red Cross Alaminos Chapter, wherein they are still using the old fashioned way in finding the record of every blood donor. In their current system, they manually search for every folders and files in order for them to find a certain record, which is too much time consuming.

This study is chosen because the researchers wanted to help the said organization in saving lives by means of sharing their knowledge and skills by means of making a system. This system will help them lessen the hassle in their work. Since this is a computerized one, it will lessen the time that they are consuming only by means of searching for record. In this system, the recorded data will be saved and viewed from the database of the donors’ files. All they have to do is to type and click, and then the record will pop-up on the screen of the computer.

Also, whenever a certain donor had already donated eight (8) times, a notification will also pop-up that was just like this “This donor had already donated eight (8) times. He/She is now qualified for the Galooners Club Award”. There are many advantages of the computerized system over the manual system. In terms of accuracy, the manual system is more tedious and it is more error prone compared to this proposed system. We can handle our work much efficiently with the computerized system and it helps to save our time and money. When it comes to security, our system possesses a password that only authorized users or personnel are allowed to access.

Records couldn’t also be removed or edited because our system will require that certain password to do so. This proposed system is also a user-friendly one. It has easy-to-manage functions and keys for the users to use this system. The popularity of the computerized system is increasing day by day and most of systems are being computerized nowadays.

A computer-based record system may be considered to be more cost effective and efficient than a manual system. It speeds up operations and can back up important record at the touch of a button. It is however very expensive to set up and may need to be maintained by IT technical support advisors on a regular basis. A record system does not only refer to the way in which business data is stored by a company.

It also refers to the way in which the business interacts with clients or associates, processes orders and advertises.
