The holding company, originally created as a Government-owned corporation to operate and manage all of Malaysia's airports, was incorporated as public limited company in November 1999.
MAHB's core activities are the management, operation and maintenance of designated airports and provision of airport-related services throughout Malaysia. Within the holding company's structure, there exist 12 separate companies, offering a range of aviation and non-aviation-related products and services.MAHB employs nearly 5000 staff and have a turnover of RM896.1 million (149. 35 million) in 2001. Below is a list of some of the more important MAHB's subsidiaries & associate companies: - Malaysia Airports Sdn Bhd - this operating company is responsible for the management, operation and maintenance of all airports (4 international, 15 domestic and 18 STOLports) throughout Malaysia except KLIA; Malaysia Airports (Sepang) Sdn Bhd - this company is in-charge of the management, operation, maintenance, future development and future of MAHB's flagship airport, KLIA;Malaysia Airports Management ; Technical Services Sdn Bhd (MAMTS) - this company acts as the consulting arm of MAHB on matters pertaining to airport planning, design and development.
MAMTS also provides project ; construction management to most of new or upgrading airport projects in Malaysia. Overseas, MAMTS also provides airport management ; technical support to Pochentong International Airport in Phnom Penh, Cambodia. Recently the company also won a tender to operate and maintain a new international airport in Shamshabad, 20 km from the city of Hyderabad, India;Urusan Teknologi Wawasan Sdn Bhd - an associate company provides mechanical, electrical and civil engineering services to KLIA (including the baggage handling systems); Malaysia Airports Technologies Sdn Bhd - operates and maintains the Total Airport Management System at KLIA and other IT-related services; and Sepang International Circuit Sdn Bhd (SIC) - one of MAHB's non-aviation related businesses that organises and promotes motor sports events in Malaysia. An example of a SIC event would be the Formula 1 Grand Prix which is held at Sepang annually.Some of MAHB's current concerns include improving the efficiency of its baggage handling systems at KLIA.
There are plans to revamp the current system, which divert all incoming and outgoing luggage to a central sorting facility, to a system that will enable the direct transmission of baggage coming off an international flight directly to the carousel collection area. There are also plans to have an automated baggage handling system at KLIA for luggage coming in on the Express Rail Link (ERL).KLIA is also looking at various options to further improve its services in order to attract more carriers to land there. The DCA is responsible for all matters concerning the regulation of civil aviation in Malaysia. The DCA is formed under the Civil Aviation Act 1969 and ensures that all aviation parties in Malaysia abide by the Act, Malaysia Civil Aviation Regulation 1996 and International Civil Aviation Organisation (ICAO)'s Standards and Recommendations.
There are two divisions within the DCA working closely with the airport sector : the Air Traffic Services Division and Airports Standards Division. The Air Traffic Services Division (ATS) is mainly responsible for the safe, orderly and expeditious flow of traffic within the air space under Malaysia's jurisdiction. Another one of ATS' functions is to despatch & co-ordinate Search & Rescue operation in the event of an accident. One of the main challenges faced by the ATS is the implementation of CNS/ATM (Communication, Navigation, Surveillance and Air Traffic Management) systems (ICAO's recommendation) in Malaysia.Currently, the Division is still using conventional line-of-sight ATS equipment.
The Airports Standards Division is responsible for the inspection and certification of all infrastructures, safety practices, security and communication ; navigation aids in all Malaysian airports to ensure that they meet all the requirements of national and ICAO's Standards and Recommendations. This Division of the DCA is also responsible for establishing a national civil aviation security programme to safeguard the interest of air travellers.
